He was sandwiched between Reagan/Bush 1 & Dubya's 'War on Terror'. As US Presidents go, he was far from the worst but the bar is extremely low.

I'm guessing that it's a complete coincidence that Nigeria is the largest oil producing nation in Africa & the 15th biggest in the world (for reference, Qatar is 14th & Venezuela is 18th).
