yes, the ohio supreme court says an unreasonably delayed sentence is unconstitutional. i think premised on US con law, but need to pull case.

i might be wrong, but i don't think so. *all* the commutations, each of the 1500, involved CARES act defendants that had left prison, were finishing their term on home arrest, and had shown rehabilitation by receiving the benefits of the CARES act.
