To more equally represent our nation, I propose each state in excess of 6 million population in the census, should have the option to divide into states of 3m each. All states & house districts must be districted / divided on The same fair formula.

FWIW 77m voters / 341m US citizens = 22.6% of Americans. So less than 33%.
