A local pronounces it Vangcouver. The 'g' softens the hard cut your tongue has to make between an 'n' sound and a 'c' sound.

We've seen over the past few years that norms are fine at maintaining order/good governance, until they don't.
There should be a systemic cost to invoking Sec 33, not just the expectation of "norms". May I propose anyone invoking the Notwithstanding Clause is also required to resign to do so.
