I'll throw my fantasy baltimore subway transit map into the mix, but my off-the-wall idea is I think the city govt should spend the money to create our own WNBA team. All the merch and ticket profits go to the city, and the players get city benefits. Women's basketball just fits baltimore's vibe.

The green line is exteded from hopkins hospital to morgan state and parkville in the northeast, the red line is built as a subway line, with a small branch to catonsville and umbc, a north-south subway line runs from the timonium light rail station through towson to south baltimore ending at port covington, and there is a southern loop line in purple that shares tracks with the red line from west baltimore marc to canton, before going southwest through dundalk, across the bay utilizing the right of way of the new key bridge, and then turning northwest to serve curtis bay, brooklyn park, and carroll. There are two additional light rail lines in brown and silver which run alone north avenue and cold spring lane respectively.
