I think it’s well-vetted for safety and allows for tracking…I think it’s intended to serve as much as deterrent (lost value, easier to identify/catch/convict) as it is to impact the actual value…they aren’t trying to make all rhino horns radioactive, just enough that the effort isn’t worth it…
