One way to get them to act is to not allow costs to be passed on to customers in lower risk areas.....I watched my homeowners go up 33%.....in RI....last claim I had was 15 years ago when a tree fell and damaged the rail on my deck.

Floods
Earthquake
Wildfire
Tornado

Gov is a great listen,and can talk a good game.
But he beats his chest a little too hard coming from a state with exceptional natural resources leading to year-round tourism.
