Canada negotiated the last free trade agreement (which Trump has broken) with each state that had trade with Canada. Canada negotiated with individual Governors for mutually agreed upon terms. They know which states receive what products and are in contact with each state

Each state has its major trading partners - you can see from the map which states have the most trade with either Canada or Mexico. When negotiating the free trade deal Canadian negotiators held a lot of meetings with individual states to make sure they were mutually agreed on terms.

What is DOGE- I know what Trump calls it. However the original word meant 'leader' or 'duke' usually of a military force. The word was used in the Catholic Church to describe the top authority. Is this coincidence or deliberate. I hate ominous coincidences.
