Oh cool let me just look at all four hospitals in my American city: Shoddy care, *long* queues, and moldering facilities. Seems private healthcare didn't make it better, just more expensive.

Other ones I can think of (in increasing popularity) are Traveller, Stars without Number, and Starfinder. All space operas. Stars w/o Number is free on Drivethrurpg. Starfinder has a free reference on archives of nethys.
I'm curious what you mean when you say CR never gives anyone space to breathe.

Haven't read Cyberpunk Red, but Shadowrun is an impenetrable tome of tables and prose. So I'd say Cyberpunk Red is probably the better choice.

Cyberpunk Red and Shadowrun are decently popular. Aside from those... there's Mutants and Masterminds I guess. There's lots of ttrpgs in these genres, it's just "popular" that's the sticking point.

At high levels, it is very much chaotic high fantasy.

For the average Joe however, Eberron is less chaotic high fantasy, more Victorian political thriller. Niceties of modern life (at least up to the advent of the locomotive) are recreated with magic.
