I don't think I'd consider this as much *bad* writing as I'd consider it utterly dishonest writing. "Additional funds for Obamacare" implies more funds than have been historically allocated rather than a continuation of existing credits.

The last thing Trump wants is peace. He relies on chaos to maintain his support. And the easiest way to create chaos is to wage war--particularly war on "enemies from within." Though other wars will also do.
