So Carroll thinks public consultations don’t count if people show up organized around the issue being discussed? Do we need to start testing consultations for attendee randomness and prior knowledge of the subject matter? I wonder if the same logic would be applied to residents associations.

Disappointing. The whole point is building units so new people can have a place to live. Operating under the assumption new people will cause harm to a neighbourhood mirrors harmful immigration policy
