Well that is something to take up with your local councilors, who are democratically elected.

Your local area will retain the ability to influence and decide what gets built, so long as the local targets are met.

Disenfranchising people acting in bad faith to stop anything being built is good actually.

Well luckily for the rest of us, when someone that can afford an expensive house buys one they tend to sell a cheaper one. Not to mention that through the various schemes a huge proportion of the new homes will actually be affordable to most.
