Imperial has been pointing fingers at everyone but themselves and this is benefitting no one but Dr. Bindra. Gripes and disputes between medical insurance companies should not be the financial burden of the medical providers who serve our community.

• Anthem to front all of the outstanding money owed by Imperial immediately.
• Anthem to directly recoup that money from Imperial.
• Do not allow Imperial to declare bankruptcy and drag these doctors through years of legal battles.

We demand the following actions be taken:
• Imperial to be investigated for fraud, waste, and abuse.
• The State of CA to ban Dr. Bindra from providing medical care in CA or to MediCal recipients.
• Imperial's assets to be frozen.

Whatever Dr. Bindra's complaints with Anthem, those are for him to work out organization to organization. Instead those serving our community are left on the hook.

Anthem may step up and decide to pay back some providers stiffed by Imperial, however that can easily take over a year. Your community is suffering now.

Dr. Bindra is knowingly inflicting harm on the Sacramento MediCal community. Imperial Health has been collecting State taxpayer money for years to pay for the very claims being denied.

The members of the medical community have already appealed to Dr. Bindra directly. One clinic met with him on the phone to plead their case. Within weeks of that call, every one of their claims was denied by Imperial health.

At the behest of Dr. Bindra, Imperial is denying claims for medically necessary services already approved by Imperial. Instead, he is forwarding claims to Anthem and directing providers to incorrectly bill Anthem. This is leaving clinics out THOUSANDS of dollars with months of non-payment.

If Anthem were to receive a claim for a service that Anthem has contracted Imperial to cover, that claim would be denied with a message for the claim to be sent to Imperial. There would be no contractual reason for the providers listed in this email to bill Anthem directly.

What is the CEO doing?

Those same providers will obtain prior auth from Imperial before providing medical care. That prior auth demonstrates there is a proven medical need that meets the coverage criteria of the State of CA. The provider will then submit a claim to Imperial for those services for payment.

Anthem is generally financially responsible for the payment of services such as hospital facility charges, home health, and behavioral health. This means that Imperial specifically contracts with medical care providers in our community for the services specific to their contract with Anthem.

Imperial is paid to review prior authorizations for medical necessity; they pay for services such as office visits, labs, preventative screenings, specialty care appointments, and durable medical equipment such as wheelchairs.

Contractually, Anthem pays Imperial to manage the healthcare of the MediCal members assigned to them. The financial risk is shared between the Health Plan and the IPA.

It is difficult enough to find and keep providers and clinics willing to serve the MediCal population. These same practices are now facing extreme financial hardship directly due to the actions of Imperial IPA and its CEO.

Anthem has terminated its contract with Imperial IPA effective 12/31/2024.

In retaliation, Dr. Paveljit Bindra, CEO of Imperial IPA, has ordered his staff to deny claims from specialty and ancillary providers with dates of service long prior to the contract termination date.
