These are all good points, but I think it's important to point out that ACS and IEEE are not the worst offenders. The biggest publishers (Elsevier, Springer, T&F, etc.) mostly charge full price for zero-embargo deposit. ACS and IEEE just drew attention to themselves by announcing theirs.
