Each investigation held state institutions accountable and drove meaningful change. The news orgs accomplished this despite growing obstacles to public records and access to government officials in a challenging news and business environment, a Collier Prize survey showed.

The Democrat and Chronicle of Rochester, New York earned third prize ($2500) its revealing how the government’s shortcomings in preparing for, communicating and responding to the 2022 Buffalo blizzard resulted in tragedy.

Second prize and $5k went to @pubhealthwatch.bsky.social and several partners for “Toxic Texas Air,” which showed the state’s environmental regulator knew about but failed to stop high benzene emissions from a chemical site for nearly two decades in an unincorporated, majority-Latino community.
