I don't disagree that there is a lot of bureaucratic non-sense, but the 'bull shit' job issue may be one of scale.

I think this may be a little short sighted. I would argue a majority of universities are on the smaller size. As an assistant professor at a small university we lack a lot of the usual staff and have to do most things ourselves. This also becomes a burden and takes away a large amount of my time.

I lump Fisher in with the rest. I've found Fisher can be better at times, but still marks items up well above what they should be going for.

Not to mention this article comes from a Chinese news source (state media) that doesn't explain how they determine if a scientist is 'influential'. They vaguely mention citations but don't give specifics.
