The reasoning? Researchers don't know how female hormones interact with their drugs and don't want to deal with it
The result? Medications approved for use on women then realizing they need different dosages or are not safe for women after women experience severe or life threatening side effects.

Clinical mouse trials have only recently (within the last decade) started including FEMALE mice in their trials and this still isn't a standard or required.
