The Eviction Diversion Program in Philadelphia has been hugely successful, keeping more families in their homes, helping landlords get paid, and keeping more people out of court.

The City provided Targeted Financial Assistance to 13,600 households since 2023, paying a total of $62.5m in rental assistance.

In 2016-2019, 21,457 renting families faced an eviction court filing on average each year. With EDP in place, filings fell to 13,769 per year (2022-2024).

Since the Eviction Diversion Program began in 2020:

The program has served a total of 87,703 landlord-tenant pairs in Philadelphia.

Philadelphia Landlord-Tenant court filings are down 36%.

Landlords and tenants reached 8,170 pre-court agreements with 70.6% of mediations resulting in an agreement.

The panel discussed the necessity of an organization's commitment to language access & justice. They shared strategies to strengthen organizational capacity through policy, staffing, budgeting & training as well as best practices for delivering linguistically & culturally responsive legal services.
