The difference doesn’t reflect the added cost of time when taking PT. If it takes 3x as long on PT, and it’s uncomfortable/inconvenient/(perceived as) unsafe, automobiles will still be the first choice.

You’re not factoring in the extra coat of time that PT adds to any trip. Unless PT is competitive in terms of time and convenience, it won’t get people out of their cars.
