I imagine that having places like the US and Australia and other ship their trash to China until as recently as 2018 has a role to play in this. Seeing a lot of judgment in the comments that doesn't really take into account the global systems at play.

China is no longer taking the world's waste. The U.S. recycling industry is overwhelmed — it can't keep up with the plastic being churned out. This doesn't bode well for our plastic waste problem.
