We need some Constitution Amendments as well: 1) greatly limit the president’s pardon power 2) Mandate growth The House of Representatives ~1:200,000 3) non-partisan districting 4) age limits for presidents & Congresscritters 5) No lobbying by former presidents and Congresscritters - to name a few.
