Maybe but I am talking about the situation as it is today. If someone was hurt in a lot on the other side of the bike lane and needs to go into an ambulance on a stretcher or backboard they can’t be lifted over the barricades. Even if a bike goes down and the rider is injured just on the other side

They will however drive over the curb right there to get to a situation further inland. I know as I have done it myself.

There are times that ambulances or fire engines have to get immediate access to those areas and the collapsible posts enable them to be able to perform emergency operations. Not the optimal solution but I suspect it is the reason.
