Seems to me some of this should be directed at the legislators that allow the healthcare industry to extract massive amounts of money at the expense of people's well-being.

Actually works well to have the best chance for these policies that fight climate change to continue despite Trump's efforts to eliminate them. GOP politicians will be loathe to give up projects in their representation.
