The whole purpose of the inquiry was to explore how to improve the operation of the WF in the context of Brexit being the reality it is there to address. I don't think the report is misleading at all in that.

The report also contains a visual representation of Northern Ireland's post-Brexit institutional architecture, described, appropriately, as "labyrinthine"
