By looking at the assessor map, looks like city owns this via the road Right of Way already. If so, the condemnation process seems silly.

Looks like E. Oregon may be without a local paper very soon. Both the Malheur Enterprise (Nyssa) and Argus Observer(Ontario) seem to be closing or being sold.

It is not mandatory in Idaho right now since many water systems are relying on natural levels of fluoride instead of adding it. About 30% of Idaho people receive fluoridated water Pic 1- water systems by population and fluoride status. Pic 2- Natural fluoride levels. (.7mg/L is recommended)
