In Helena Kennedy’s 2004 Hamlyn Lectures she says ‘One of the reasons why it is hard to engage popular support for the protection of civil liberties is that we are losing our historic memory about the need for such safeguards.’ 21 years on and we are seeing the result of this across the world.
