De risking is almost the inverse: states socialising risks (especially on infrastructure investment) for the private sector.

Generally, I see risk-shifting (based on argument by folks like Jacob Hacker and Dick Bryan) as individualising previously collectively-managed risks (shifting from states to households, or from employers to employees). Eg private retirement savings replacing the pension.
