Can any states file charges, so they'd survive a Presidential pardon?

I can't read the article b/c of the paywall. Does it address Trump's obvious mental decline? Or is it more of the ridiculous "on his own terms" blather? The media seems to just observe & report on Trump's odd behavior as tho he's an animal being studied rather than the POTUS. *That* is dangerous.
