These recommendations matter today: The new "Clean Trade and Investment Partnerships" of the EU Commission provide a promising opportunity for reform.

The new German government should use this opportunity & the EU budget negotiations this summer to advance & improve the partnership agenda.

3. To more convincingly implement the partnership approach requires

a) more funding,
b) greater willingness to integrate industrial policy into trade relations,
c) protecting environmental and human rights in ways that limit costs and economic risks for partners.

2. Progressive partners welcome the new approach, but care mainly about their own dev strategies & have no tolerance for empty promises.

In this age of geoeconomic competition and EU dependencies in key supply chains, we cannot afford to make lofty promises without following through.

Our main messages:
1. Partnership instruments remain legally weak, fragmented & underfunded. More powerful trade and investment agreements can contradict the new instruments and themselves lack partnership elements.

We disentangle the different existing political instruments, collect and report perspectives from key progressive partners across three world regions, and develop recommendations to improve partnership policy especially in the green sector.
