FOX News is a **cable channel**. Nothing in the Telecommunications Act of 1996 applied to them back then and still doesn't apply to them TODAY.

Also, how often do you actually WATCH network TV on your local affiliate? Most viewer STREAM network TV. Hell, I WORK for a network and even I don't watch over the rabbit ears. Ain't got time - and why would I need to when I can stream it anytime I want?? No affiliate required

Next, the original article you posted clearly says the FCC was accusing THE NETWORK of violating federal law, NOT the affiliates. The AFFILIATES haven't violated ANY FCC rules or federal employment laws.

ABC is a NETWORK, not a broadcast station. They do not carry an FCC license - their AFFILIATES carry licenses

Also, the article you cited is four months old and the FCC didn't do anything - probably because someone smarter than CARR at the FCC told him the SAME THING.

The Equal Time applies to airtime for politcal candidates. It had nothing to do with the Fairness Doctrine at all.

The networks aren't licensed by the FCC:

"We license only individual broadcast stations. We do not license cable, TV or radio networks (such as CBS, NBC, ABC or Fox) or other organizations that stations have relationships with"
