To follow from the BBC's weird definition of net zero, graph below from Solomon et al 2010 shows that zero CO2 emissions means concentrations decline. Thus "not adding to the total amount" for CO2 means keeping some net CO2 emissions. www.pnas.org/doi/full/10....
