But why would they attack us if we didn't have nukes? And why would killing Russian civilians help?

But doesn't the counter only work if we are actually willing to use them AND that the leadership of another nuclear power cares enough about their own people to not want them to be nuked? Seems like instead of spending all this money on a weapon we won't use, we could help fund services in UK

Let's say for sake of argument that nuclear weapons are fired at us. I don't want to murder hundreds of thousands of Russians are Chinese people to prove a point. Russia and China have also notably not nuked any countries that don't have nuclear weapons (the only country to do so is the US)
