My understanding is that the ESTA is for short term (up to 90 day) tourist or business travel. It is not just for tourism, as claimed in the quote. It seems very clear on esta.cpb.dhs.gov . But then whether receiving some sort of reimbursement from a US source is eligible is not so clear
