Of course Sweden didn’t give all its North Sea oil money to billionaires or sell its infrastructure (like water, gas, electric, travel, mail, education ) off to crooks, so it doesn’t need to rely on stealth taxes to run the country.
Most speed cameras hand out fines. Sweden decided to have a bit of fun with it. They set up a camera that still fined anyone breaking the limit - but if you kept to the limit - your number plate went into a lottery to win the fine money collected from the speeders. It wasn't just a gimmick. In three days, average speeds dropped from 32km/h to 25km/h. It worked because it flipped the script. Instead of punishing bad behaviour, it rewarded good behaviour - and people responded instantly. Sometimes the smartest behaviour change isn't about scaring people into doing the right thing.
