Lucas and Max are basically the only two characters who have had different character arcs in seasons 2-4. Everyone else basically has the same character arc season after season (if they're remembered at all)

They're definitely going for the "It doesn't matter who won in New Vegas, everyone lost eventually" setting that everyone thought. Which I have no problems with honestly.
