The IHLEG was commissioned by the COP29 + COP30 presidencies to undertake this analysis as an "analytical foundation" for the "Baku to Belém roadmap to $1.3tn”.

That roadmap was launched to chart a course to the $1.3tn annual goal, which experts say developing countries need to hit climate targets.

An influential team called the Independent High-Level Expert Group on Climate Finance has laid out what it calls an "entirely feasible path" to mobilising $1.3tn by 2035.

This was the aspirational goal agreed at last year's COP.

Half of the finance in their pathway comes from the private sector.

I've made a spreadsheet with the event schedules for COP30 pavilions, including the UK 🇬🇧 Japan 🇯🇵 Indonesia 🇮🇩 Australia 🇦🇺 and China 🇨🇳

The UNFCCC has a schedule list, but hardly any of the major pavilions are on there.

At #INC3 on #taxcooperation the BAHAMAS regretted that SIDS "are being forced" to implement new types of tax, while having sparse resources in administrative capacity. He called for special provisions for SIDS to be made under Art. 6 on mutual administrative assistance.

This a big deal: "China’s carbon dioxide emissions have been flat or falling for 18 months"

China's economy has grown by ~5% in the last year, so this comprehensively debunks the idea (again) that emissions are tied to growth. So yes, faster progress needed, but this is how you turn the corner.

One dispute is the emphasis on the fact that, when the global stocktake dialogue was established, it was placed in a section titled "finance" in the GST outcome text.

Some developing countries want to stress this, because they think the focus should be on the finance-related elements of the GST.

Draft conclusions for the just transition work programme have now been published at #SB62, and include a number of key principles being welcomed by observers.

This includes the continued inclusion of an option for a new institutional arrangement in para. 28, which will be further discussed at COP30
