But of course there are MANY adults (in all age groups IME) who cannot do this despite it feeling to me like a fairly basic part of reading comprehension

Or fact from opinion! I remember doing exercises in third grade where we were given a list of sentences and had to label which were fact vs. opinion. The examples were all fictitious so the idea was to identify the language people use when presenting one or the other.
