ID Photographic cards are part of the solution. It's simple enough. It would make life so much easier and help address crime.

Living in Spain I have to have an ID card, as do all residents. The card is called a TIE and was a pain to get but makes so many things simpler where a reliable proof of ID is required.
Everybody in Spain is required to carry a photographic ID. including visitors.
