There was a great actual test of lowering and enforcing speed limits in the 1970's. Most of the nation reduced speed limits to 55 mph and enforced it. The mortality rate from accidents declined substantially

I am not an historian, but my father and uncles were all in the war and I can say with certainty that the war was basically over before the atomic bomb was finalized. The end of the war in Europe was a forgone conclusion by the early Spring of 1945
