I don't know if that is what they are using, but it's how the late Queen made her husband into a Prince. Basically a Royal Decree by public letter. It becomes a statue without going through Parliament.

When we had a "thriving High Street", goods were around 30% more expensive in real terms than they are now from the big supermarkets and out of town stores.
