The latter point is supported by continued growth in the non-Mexican undocumented population.

This is illustrated pretty clearly by the fact that the undocumented population grew unabated following the beef-up of border enforcement in the 90s and only took a real hit due to the Great Recession, likely followed by other trends happening in Mexico.
