Unification. Older and younger reps together, inundating public with daily briefings, podcasts, social media blasts, long term boycotts. Large legally permitted silent protests. He's craving dramatic demonstrations to frame his opposition as unlawful and unhinged to establish martial law.

As to court challenges regarding not having elections, martial law has been argued in the past as grounds to null civil judicial authority as well (1860's/around time of Civil War if I remember correctly).

Maybe that's what they're hoping for. Violence would lay the groundwork for them to justify martial law. They could then use martial law to justify not having elections.
