In my HC, I think Captain (Agent 3) adopts Neo (Veri/ Veroika) after the after Alterna mission. 3 then showers Neo with gifts, love and care as her new daughter, the problem is that Neo doesn't really understands this and thinks she's really wierd in the first few months, but slowly started enjoy it
