Surgieron muchas, las acciones subieron como la espuma…y después cayeron estrepitosamente y muchas empresas cerraron.

Clearly you don’t know much about Latin American politicians (especially “left” wing ones). They want to keep the money so they can give it away like candy, instead of using it for improvements. And of course the part they keep for themselves.
So it’s not good will, just the facade.
