The storefront unit owners in my Oakland Chinatown building are boarded up, which attracts unwanted lurkers. The owners- in turn- use the lurkers as an excuse for why they "can't" activate the spaces. It's a NextDoor-inspried doom spiral. It's the fatalist unit owners causing the problem.
