They claim that letting the credits/subsidies expire will reduce budget deficits.

Hm, not sure. The next Dem president will certainly be incentivized to push the limits, too. Having a Supreme Court decide to impose limits or restrictions on presidential power during the next Dem admin, when it has done so little to check Trump, is still putting the Court in an awkward position
