For those seeking refuge you’re absolutely right. For someone who wants to work in the UK (speaks English perhaps) but doesn’t qualify under a work visa route it’s a very different story

And who already would prefer the UK due to language, family, colonial ties etc. fwiw I think liberalising working rights for asylum seekers is a good thing to do - but I wouldn’t support it on arrival

Found it - raises some convincing arguments, don’t doubt many of its conclusions. However saying complex interactions making it hard to isolate a variable as a pull factor isn’t evidence that it *isn’t* a pull factor either. I’d expect it is a small factor for those coming through regular routes

I don’t doubt it’s been extensively discussed and debated and evidence collected but have you ever spoken to a HO asylum caseworker? I’m confident theyd have some enlightening things to say but are excluded from this debate because their job prohibits them from publicly discussing it

If you’re wanting to claim asylum in the UK and your visitor visa costs £100, your flights cost a few hundred that’s a significant cost - if you can work on arrival does it not intuitively make it more attractive an option?

Or not is ultimately an ideological question but I think it’s dishonest to pretend that policy changes like this don’t change the incentive structure to finding a route to the UK - or choosing to lodge a claim to try and stay after a study visa for eg

An increased pull factor - its a significant industry in many parts of the world to aid people (that by most definitions wouldn’t qualify as a refugee) to find ways to work and earn in the UK, and this would alter the risk/reward trade off more in favour of reward. Whether you think that’s a problem
