Plenty of people have conclusions about why crime rates are down, but no one really knows. Maybe it’s due to larger, systemic societal shifts. Or maybe it’s something Snelling is doing as superintendent.

Plenty of people have conclusions about why crime rates are down, but no one really knows. Maybe it’s due to larger, systemic societal shifts. Or maybe it’s something Snelling is doing as superintendent.
