Honestly don't think its rigged. Its just very beneficial for your country to be the centre of a divisive political storm because supporters of the country vote for that country, and opposition to that country is split between the other 25.

There's a difficulty there that the player shouldn't ever be in a situation where its impossible to log out. Feels like it could run into all sorts of unintended issues. That's why I'm more in favour of a delay than a restriction
I'm not a dev though and maybe that feeling is wrong and its fine lol

Personally I would look into lifting the tp restrictions when out of combat and adding a 10-15 second delay timer for logging out or hopping worlds. Keeps the same escapability if you see someone and hit your tp before they enter combat, but in a way that forces you to make your way back manually.

Unfortunately its so baked into how the pking community play the game (both in the scouting side of things and in the logging out/hopping to escape combat side of things) that I don't think it will ever happen.
