For blocking out lights and darks would it be to again provide tone to a slightly transparent layer of paint above it or as a way to help with the process of keeping value in mind as you work with color? (Or both lol)

What is an under painting for? Is it just to make the transparency of the paint show through as a darker color instead of white canvas or does it help with the process somehow?
